Are legs that are 90cm short?

My friend always wanted longer legs. I honestly think they are average and told her that. But she thinks they're short and stubby. She's 5'5. She measured them in cm (even though she lives in the US) What do you guys think? Is there any way she could make them longer? She's 13. She doesn't want to use illusions or anything like that. I want her to use NATURAL ways to make them longer. I need to persuade her into doing these because she wants to get surgery on her legs!!! Any natural ways to make them longer if you think they are too short? Thanks so much!
