Should Phyllis have left it alone?

I think she should have allowed Billy and Victoria to keep the baby. If she would have been cooperative in the very beginning Billy and Victoria would have allowed her to visit anytime and since this is what Daniel wanted she should have agreed to it. I think Daniel is to young to have a vasectomy he may change his mind when he gets older.
